1. Select the circle tool from the tool box.
2. Click on the circle icon in the menu bar until the icon looks like this:
The circle icon should look like a red/blue oval/rectangle.
3. Now, draw a circle in the white empty space, and that's all there is to making a filled circle in paint.net.
